Definately the first one. The blue on the second washes out the entire tag, and doesn't help it out at all. The're much more contrast in number one.

I personally prefer the fist one. There's more depth in the colors. The second just looks bland, like the colors been soaked out.

I don't have much experience in graphics, but to me the first one looks nicer. I find the blue in the second one have a sort of 'dulling effect' on the image, whilst the colors in the first one or more in depth.

The first one has more depth of color. I like it better.

To be honest, I prefer the first. The second one looks faded out, as if it's all one hue. The first looks sharper, more focused, somehow.

Something you could try adjusting is the text. It's a very good image, but the three lines of text somewhat draw my eye to them, and they look awkward and out of place.

Like others have said, I think the first one is much better. But the text do need work. It blends into the flag a bit too much, and I'm not sure about the placement either.
